Matters for Discussion and Direction

Staff Reports

Secord Monument Proposed Process, Strategic Initiatives-2024-02

Due to the Queen St Reconstruction (Downtown Dig) and complete infrastructure replacement of the downtown core, the Secord Monument located in front of the Kincardine Public Library was removed. With the new layout of the downtown, the Secord Monument, cannot be returned to its previous location.

In September, 2023, Council directed staff to prepare a report with recommendations on options for public engagement regarding the future location of the Secord Monument.

In order manage this process in a positive manner, staff recommended that the Municipality hire an external facilitator to provide advice, guidance and facilitation of the process.

Council directed that external consultant(s) be engaged to provide advice on the process and to assist in the facilitation of a public engagement process regarding equity, diversity and inclusion, in order to assist Council in its decision-making related to the Secord Monument; and that this advice and assistance would be for an amount up to $15,000 and funded through the contingency fund.

Cleaning Services Contract Award – CS- 2023-18, Parks Facilities-2024-02

Council awarded the contract for Cleaning Services of Various Municipal Facilities to Clean Crysta Services Inc in the amount of $174,555 for a 3-year term.

Motions

Council instructed staff to write a letter to the Ministry of Natural Resources and Forestry opposing the directive mandating conservation authorities to not alter fees related to planning, development and permitting for the 2024 calendar year; and that a copy of this letter be forwarded to the MPP.

Council approved the time for the Special Council Meeting on January 29th, 2024, be extended from 9:00 am to 2:30 pm and return at 3:30 pm to 6 pm, or until the end of business. 

Consideration of By-laws

Council Committee Appointment Amendment (3) By-law

A By-law was approved to appoint Councillor Hinchberger to sit as a Council Representative on Heritage Kincardine.

Consent Agenda

Items listed under the Consent Agenda are considered routine and are enacted in one motion as a Matter Arising. The exception to this rule is that a Council member or the Chief Administrative Officer may request one or more items to be removed from the consent agenda for separate discussion and action.
