Notice of Completion

THE STUDY:

The Municipality of Kincardine (Municipality) retained Stantec Consulting Ltd. to complete a Schedule C Municipal Class Environmental Assessment (EA) to identify options for expansion of the Kincardine Water System and Water Treatment Plant (WTP) at 155 Durham Street in Kincardine. The EA addressed potential community growth in the study area and watermain extension to Bruce Power. See study area map.

The preferred solution includes expansion of the Kincardine WTP within the existing site and an extension of the existing watermain approximately 1.1 km north to the Bruce Power boundary. A booster pumping station is also proposed along the existing watermain in the general area near Stoney Island Cresent or Concession 5 on Bruce Road 23 to meet hydraulic conditions. The location will be confirmed in Detailed Design based on available property.

An Environmental Study Report (ESR) summarizing the Class EA Study process and findings is available online for a 30-day public review period starting January 25, 2024 on the Municipality’s website: https://www.kincardine.ca/Water-and-Sewer/

Subject to comments received following this Notice and the receipt of approvals, the Municipality intends to proceed with construction of the recommended project, as outlined in the ESR.

In the event that there are outstanding concerns following discussions with the Municipality, a request may be made to the Ministry of the Environment, Conservation and Parks (MECP) under Section 16 of the Environmental Assessment Act requiring a higher level of study (i.e., requiring an individual/comprehensive EA approval before being able to proceed), or that conditions be imposed (e.g., require further studies) only on the grounds that the requested order may prevent, mitigate, or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests on other grounds will not be considered. Requests should include the requester contact information and full name for the ministry.
