Road Closure - Bruce Avenue - starting the week of Monday, September 23, 2024

The Municipality of Kincardine is proceeding with a municipal infrastructure project which will see the reconstruction of Bruce Avenue from Park Street to Highway 21 in the community of Kincardine, over a distance of approximately 900 metres. The project includes road upgrades to an urban cross section with curb and gutter on both sides of the road, and sidewalk on the north side. Buried infrastructure will also be constructed including a new storm sewer along the length of the project and a sanitary sewer extension with new sanitary services installed to the existing homes on Bruce Ave. between Wieck Boulevard and Coombe Drive.

Only residents living on Bruce Ave will be impacted directly by construction. For those living within the Stonehaven Subdivision impacts will primarily be related to pedestrian and vehicle traffic as Bruce Ave will be closed between Park Street and Highway 21. Access to Park St, Coombe Dr, and Wieck Blvd will be limited to the intersection of Park Street and Bruce Ave.

The project is being administered by engineering staff from B. M. Ross and Associates Limited, Project Engineers who were retained by the Municipality of Kincardine to design the proposed infrastructure replacement project. The infrastructure and road construction are being completed by Omega Contractors (Omega), who has been selected through a municipal tendering process.

Project Details

The work is to generally include the following:

  • Full road reconstruction including the installation of curb and gutter. The new roadway 9m wide to allow for the addition of 1.5 metre bike lanes on either side of Bruce Avenue.
  • Sidewalk will be added along the north side of Bruce Avenue from Park Street to the future development entrance near Highway 21. In conjunction with the sidewalk, a new pedestrian cross walk and cross-over at Park Street.
  • New storm sewer system.
  • Sanitary sewer extension to service properties at 569 and 577 Bruce Ave.

The following provides further details related to the overall project limits and project facts. Many of the items noted below do not apply to those living within the Stonehaven Subdivision:

Construction Schedule

  • The project is scheduled to start the 3rd week in September and should be completed in late November.

Driveways (where disturbed)

  • Driveway restoration will be with similar materials to existing.
  • Access to driveways may at times be restricted and not always available depending on the construction activity. Attempts will be made to provide a reasonable notice should access be limited.

Boulevards

  • All disturbed residential boulevards will be restored with 100mm depth of topsoil and seed.
  • Prior to construction, property owners are advised to remove any planting beds (i.e., flowers, shrubs, hedges, etc.), any underground sprinkler systems, any heated driveway systems, and any fencing from the boulevard of the road allowance and relocate them onto their private property.

Trees

  • At this time, no tree removal will be required, however, trimming of low-lying limbs to accommodate the final road location may be required.

Waste Collection during Construction

  • Garbage and recycling bins should be put out at the roadside, as usual. The Contractor will ensure that the garbage and recycling are collected. It is requested that property owners write their address on the outside of the bins to ensure they are returned to the correct address.

Service Disruptions

  • At this time there are no planned disruption of water service expected but if it is determined during construction that a temporary disruption is necessary the affected property owners will be notified.
  • With construction, you may notice some discolouration of water. Run water prior to use to clear sediment.

Precondition Surveys

  • Prior to construction occurring the contractor and the engineer will both take pre-construction photos of all existing exterior features within the road allowance, and you can expect to see staff photographing the area. Additionally, and as part of the Contract, the Contractor has been asked to arrange for the completion of a pre-condition survey of each residence within the area affected by construction. The survey is to include all buildings (inside and out) to verify existing conditions. A staff member from Englobe Corporations will contact you directly to complete a pre-construction survey of your property and home.

Utilities

  • Temporary disruptions to communication, hydro, and gas utilities are not expected, however they may occur during the construction project, prior notification will be provided to residents whenever possible.

Traffic Control

  • Access to the affected section of Bruce Avenue will be closed to all but local traffic (i.e., those who live directly on Bruce Ave.) for the duration of the project.
  • Emergency Services will be made aware of the works and the contractor and Municipality will notify them when specific locations are under construction.
  • Once construction has begun, no on-street or boulevard parking will be permitted within the construction zone for the duration of the project.
  • It is recommended that, when possible, an alternative walking route be taken.
  • The school bus companies will also be advised of the project.
